Disaster Risk Reduction and Humanitarian Response

Raising Africa realizes that unless communities’ livelihoods are protected in the case of hazards, efforts made to improve their livelihoods may end in vain. Disaster Risk reduction (DRR) interventions will reduce communities’ vulnerability and increase their opportunities of pursuing sustainable livelihoods.

Disasters are rampant in Uganda. The wide range of disasters experienced include displacement of persons as a result of civil strife, famine, earthquakes, disease epidemics, livestock and crop disease, flooding, landslides and terrorism. These have caused a great deal of suffering and loss of property and productive capacity for the people of Uganda.  Raising Africa wants to establish a history of effective emergency response in the areas of our core competencies.  We will aim to set up and maintain our capacity for rapid response, should the necessity arise.

Despite the fact that we shall retain the option of responding to emergencies in districts outside our programme areas, we are committed to ensure that our programme areas maintain the capacity to develop and execute mitigation measures, preparedness plans and advocacy initiatives in readiness for disasters. It is hoped that in Raising Africa we will be able to demonstrate that our DRR measures within our Programmes are helping communities to manage risk thereby contributing to sustainable poverty reduction and effective humanitarian responses.

Strategic Objective 1: Coordinate the development of capacities for mitigation, preparedness and response to natural and human induced disasters

Strategic Interventions

  • Participate in the coordination of regular disaster vulnerability assessments at community level, hazard forecasting and dissemination of early warning messages.
  • Resettle landless communities and victims of disaster.
  • Coordinate timely response to disasters and emergencies.
  • Provide food and non-food relief to disaster victims.
  • Develop and implement humanitarian interventions and support livelihoods of disaster.

Strategic Objective 2: To demonstrate that our DRR measures within our Programmes are helping communities to manage risk thereby contributing to sustainable poverty reduction and effective humanitarian responses.

Strategic Interventions

  • Develop Raising Africa staff and partner staff capacities by conducting DRR training for staff and partners.
  • Incorporate DRR in programme design by undertaking thorough risk, hazard and vulnerability analysis and including some form of intervention to reduce vulnerability to hazards.
  • Support partners to develop appropriate strategies for mitigation, preparedness, emergency response and advocacy in order to protect the livelihoods of the poor communities.
  • Respond effectively to emergencies in and out of our program areas.
  • To ensure that programme participants are protected during emergency interventions.
